Basic objectives of the post

To be responsible for the contract management and quality assurance of Housing Related Support (HRS) Commissioned BME Service providers and ensure they achieve the required contractual standards.
To work jointly with the Housing Partnerships Liaison Officer to identify and implement actions for service improvement for BME HRS Service providers.
To facilitate and promote a unified approach of the delivery of BME HRS services, building effective working relationships with all stakeholders and fulfilling commissioners reporting requirements.

Duties and responsibilities

1. To liaise with legal and procurement teams to ensure timely production, signing and sealing of contracts.
2. To be responsible for the creation and maintenance of effective monitoring systems for the recording of contract information, service reviews and quarterly performance indicator returns.
3. To be responsible for conducting service reviews and in line with the Quality Assessment Framework at frequencies determined by the HRS Commissioners and any agreed risk assessment framework.
4. To undertake service review validation visits at service providers usual place of business, provide preliminary findings and produce detailed service review reports with service improvement plans to ensure the service provider achieves a minimum C rating and continuous improvement.
5. To monitor the implementation of service improvement plans in conjunction with the Housing Partnerships and Liaison Worker.
6. Facilitate the delivery and administration of a partnership steering group which will include supported housing provider representatives. Act as the primary vehicle for information sharing, agreeing development plan priorities and a behaviour framework (including dispute resolution).
7. Work with all partner agencies including Adults, Public Health, Children's Services, Probation and then NHS to develop joint approaches and ensure information, processes and outcomes are effective, efficient and of a high quality.
8. Highlight any concerns to the Housing Partnerships Liaison Officer where a providers low performance indicates a support or developmental need.
9. To be proactive in developing and maintaining effective working relationships with all providers and ensure a good working knowledge of the various schemes, their locations, criteria and capacity.
10. To be responsible for ensuring that minutes are taken at any meetings with providers and that these are made available to the Commission Officers when requested.
11. To provide the Commissioning Officers with the agreed information on contract performance.
12. To make recommendations to the Commissioning Team based on the performance and demand of the commissioned services, to inform future commissioning priorities and ensure need is met.
13. Highlight procedural or performance non-compliance or disputes to the Commissioning Officers in accordance with agreed procedures.
14. Ensure management is provided with early alerts in the event of poor or failing performance, or a suspicion of fraud, corruption or impropriety.
15. Represent Homes for Haringey in a variety of forums and working parties for the purpose of exchanging information and delivering better outcomes for the borough's residents and improving the Council's reputation.
16. Uphold and further Homes for Haringey's equal opportunities policies and develop effective and appropriate strategies and initiatives without discrimination.
17. Investigate, analyse and respond to customer complaints and suggestions (informing the Commissioning Manager, Housing Related Support) concerning the BME services, taking appropriate action to address any procedural deficiencies and ensure lessons learned are reflected.
18. Maintain professional competence and keep abreast of developments through research and reading, and by attending relevant courses, meetings and supervision.
19. Maintain a good understanding and awareness of Haringey's policies and procedures for safeguarding children, vulnerable adults and people affected by domestic violence. Alert Children's Services and/or Adult and Community Housing Services where it is suspected that a child or vulnerable adult is being abused, neglected or harmed, or a child is residing with a perpetrator of domestic violence.
20. Perform any other duties (consistent with the grade and objectives of the post) required by the Manager in order to ensure the delivery of a high quality, responsive and effective service for housing related support.
Salary: 16.94 per hour
